Alot of the time Youll need OBSE (oblivion script extender)

You could also make a few of your own, as well. Though, to add new weapons and armor and such, you'd need a program that can generate Meshes and textures.

you either have to browse for mods, or make some yourself, most fan made mods focus around weapons and armor, but there are some based on buildings and dungeons, Also Bethesda didnt release anything for Oblivion on the PC version that wasnt released for the 360.
